Job Description

This person is responsible to settle CN ECCN and HS classification - this includes gathering ECCN and HS elements in order to settle code and report. Besides that this person will supervise the preliminary results proposed by peers and do final approval. In addition, this person will provide management oversight of the end process ensuring classification related data elements are provided in a completed approach and Thermofisher’s protocols are followed.

Responsibilities
1. Support AIG (Analytical Instrument Group) / LS&BT (China Life Science & Biotech) to collect product information in order to figure out HS Code, product including but not limited to instrument, parts, reagents etc)

2. Ensure export products are properly classified and categorized for China export control purposes.

3. Cross team Review and approve the HTS classification and ECCN results determined by team peers and ensure the classification decisions are incorporated Thermofisher’s China and Global compliance database.

4. Partner with GTC or suppliers to represent TMO China classification positions and opinion. Improve process based on the feedback from the partners.
5. Coordinate providing subject matter authority advice on China classification matters to internal and external partners.

6. Ensure import/export team are properly declare according to the filed HS and ECCN code.
6. Provide experienced opinion to disputes with Customs during transaction operation or post audit.
7. Initial ruling for accurate classification decisions and tariff savings opportunity by working with the classification supplier and relevant Customs department.
8. Analyze and assess China regulation on SME (Subject Matter Expertise) policy for import and export restrictions.

Qualifications
1. Minimum 5 years’ experience handling China trade compliance for a multi-national corporation.
2. Minimum 3 years’ experience on CN HS classification for mechanical and electrical products is required.
3. Must have strong English and Chinese speaking and writing skills.
4. Bachelor’s degree or equivalent required. Engineering, chemical or similar technical field is preferred.

5. Familiarity with Analytical Service trading, while manufacturing background is much preferred.
6. Experience with import/ export customs operations and communicated with Customs officials is preferred.

7. Also required to be successful:
* Ability to work with other departments and government officials to resolve classification related issues.
* Ability to work well with people at different levels required.
* Ability to handle multiple projects at the same time.
* Self-motivated, result driven and able to work independently.
